Long-delayed Woodbury retail center has new life

The project is the first part of a high-density "urban village" master plan that Woodbury is drafting for the southwest corner of Bailey Road and Radio Drive, as planning marches on despite what seems like a never-ending slide in property values. The city has marked that region as the suburb's next growth frontier and expects hundreds of new homes there eventually.
One of the Twin Cities fastest-growing suburbs in the past decade, Woodbury experienced a wave of construction of malls, shopping centers and stores, but much of it was in the city's north near Interstate 94. The suburb's south has fewer basic services, and the new project's developers -- Bloomington-based United Properties and local residential land developer Tim Thone -- say the shopping center will fill the gap in necessities not just for southern Woodbury, but northern Cottage Grove.
"This is a corner that really doesn't need any new rooftops to be successful," said Mario Cocchiarella, head of Maplewood Development and Construction Corp., which is selling land to United Properties for the project. "Everybody has to go north just to get gas or groceries."
It's one of the few such neighborhood retail centers in the works around the Twin Cities.
About half of the proposed 120,000-square-foot center will be the grocery store, said Keith Ulstad, an executive at United Properties. Ulstad wouldn't say which grocers he's talking to but said they plan to break ground on the 28-acre development next spring, pending city approvals, and open by the fall of 2012.
They've been discussing different layouts for the center, one of which has the grocery store at an angle facing the corner. Another has it facing Radio Drive. The working name Bielenberg Gardens is a reference to Woodbury's first mayor, Orville Bielenberg, whose farm originally stood nearby.
Thone already owns about 20 acres at the corner; United Properties is buying the remaining 10 acres for the project from Maplewood Development. The sale is expected to close Friday.
United Properties starting planning a retail project at the site years ago, but it was delayed by the real estate crash and the city's decision to delay a major sewer line to the neighborhood. Now the sewer line extension is back in play, and the project has sprung back to life.
