Zephyrhills has new manager

Don't be immediately alarmed if you see a dark-haired man in a Jeep Liberty creeping down your street. It might be new City Manager Jim Drumm simply getting to know his new digs.

Drumm, 48, took over the city's top administrative job Thursday, replacing longtime manager Steve Spina.

Drumm comes to Zephyrhills after city managing stints in Lake Alfred and High Springs. In High Springs, his habit of roaming the streets, ensuring his familiarity with each intersection and house, occasionally spurred calls to the police.

"Sometimes I would drive down dead-end streets where people weren't used to seeing cars," he said. "I really got to know the city."

In turn, by being visible and readily available, he hopes residents will get to know him.

"If they see me out walking, come up and talk to me," he said.

Drumm was reared in Auburndale and Winter Haven. His mother, Sally, was vice president of a beer and wine cooler company in Auburndale. His father, Tom, who died in 1993, was the manager of a now-defunct department store there.

Drumm, whose first job was as a Publix bag boy when he was 16, said his interest in public administration began with his ninth-grade civics class.

"I saw how the history and government came together," he said.

Even then, Drumm said, he paid attention to his local newspaper, learning as much as he could about what went on at city hall.

The knowledge he gained was complemented by the interactions his father, in his role as a store manager, would have with local officials.

After graduating from Winter Haven High School in 1981, Drumm earned a bachelor's degree in political science from the University of Florida. He then enrolled at the University of South Florida, studying under John Daly, director of the public administration program.

"He was an exceptionally bright young man with great promise," Daly recalled.

The program required Drumm to complete an internship, which he landed with Gulfport.

In Gulfport, the city manager gave him a big assignment: rewrite the job descriptions for all positions in the city, and do it based on first-hand experience.

That meant spending time at the solid waste department, helping answer complaints about potholes and throwing trash into the back of a garbage truck.

Those experiences changed Drumm's direction. Previously, he thought he might want to work for the federal government.

"At that point, I changed my focus to city government," he said. "I enjoyed meeting the people who made a difference to the city and watching their ideas develop from a concept to a reality.
