US releases report on college costs
WASHINGTON, June 30 (UPI) -- A report released Thursday aims to help U.S. college students and their parents make informed choices about the cost-effectiveness of U.S. colleges.
The U.S. Department of Education report lists the colleges with the highest tuition and those whose cost is rising fastest. It also includes lists of the colleges where students pay the most after grants and scholarships are taken into account.
"These lists are a helpful tool for students and families as they determine what college or university is the best fit for them," said Secretary of Education Arne Duncan. "We hope this information will encourage schools to continue their efforts to make the costs of college more transparent so students make informed decisions and aren't saddled with unmanageable debt."
Bates College in Maine was listed as the most expensive private institution with tuition of $51,300. But school officials told The New York Times that was unfair because the figure also includes room and board.
"Bates' average net price, taking into account financial aid, is below that of more than 400 other institutions," Bates spokesman Roland Adams said. "Bates' percentage increase in tuition and fees over the last three academic years is lower than that of more than 800 other institutions."
Another report found that community college tuition is becoming less affordable for many U.S. families, the Times said.

New Haven will pay for local public students’ college tuition through new program
A program in New Haven, Conn., funded mostly by Yale University, will pay eligible New Haven students’ ways through any public college or university in the state, The New York Times reported Nov. 9.
The program is open to students who have attended New Haven public or charter schools since ninth grade, who also hold at least a 3.0 grade average and a 90-percent attendance rate, the New York Times said. However, the money is given on a sliding scale, with 100-percent financial aid going to students who started in kindergarten and 65 percent going to those who began in ninth grade. The program will cost $4.5 million per year. $2,500 a year is also offered to those hoping to attend private colleges.
New Haven mayor John DeStefano Jr. told the Times that the program aims to curb the dropout rate in New Haven (38 percent) while simultaneously drawing more families to the area.
“It provides a direct path for students to go to college,” DeStefano said to the Times. “There’s a rich universe of colleges in Connecticut that will serve these students well.”
Syracuse school district in New York began a similar program, which school officials have said increased the district’s enrollment by 300 students, the Times said. However, the district’s graduation rate has not yet been affected by the program.
California rules it legal for illegal immigrants to receive in-state tuition
In the first ruling of its kind, the California Supreme Court has voted unanimously to allow illegal immigrants who attended and graduated from state high schools to receive lower, in-state tuition at California public colleges and universities, The Los Angeles Times reported.
Currently, federal law prohibits illegal immigrants from receiving college benefits based on locality. Some believe the law will affect other states as well.
